Through work on framework conditions the department shall contribute to value creation and competitiveness by strengthening innovation, promoting development of competence and internationalisation of the energy industry. The department aims to strengthen co-operation between the various actors in the sector.
The department contains three sections:
- Section for energy transition, climate and analysis (EKA)
- Section for Research, Industry and International Affairs (FLI)
- Section for Offshore Wind (Ocean)
The department consists of the following sections

Section for Research, Industry and International Affairs (FLI)
The section is responsible for following up and further developing instruments for research and technology development, as well as facilitating the continued growth of Norwegian-based supplier industries. The section coordinates international cooperation for the ministry, follows up international collaboration agreements, and is responsible for the ministry's work on the internationalization of industries, including NORWEP and Team Norway.

Section for energy transition, climate and analysis (EKA)
The section is responsible for developing and following up hydrogen and carbon capture efforts, including Longship and Technology Center Mongstad, follow up climate policy, manage the ownership of Gassnova and follow up the management agreement with Enova. The section prepares market analyses within the department’s area, serving as a basis for policy development and recommendations from the department.

Section for offshore wind
The section works to develop the regulations and policy for offshore wind power production in Norway. The work includes preparations for announcing areas, allocation of land, licensing processes, as well as cooperation with other countries.
