Government announces changes to the ALIS subsidy

More and more Norwegians are becoming GPs, and more GPs have never been recruited than now. This year, more than NOK 560 million has been allocated to the subsidy scheme for doctors specializing in general practice. In the revised national budget, the government proposes to increase the allocation by a further NOK 27 million, while also announcing changes to the scheme.
‘This government has strengthened the GP scheme by over NOK 1 billion. Since October 2021, more than 160,000 new GPs have been appointed. More GPs have been recruited, and doctors say they are happy and want to stay in the profession longer,’ says Minister of Health and Care Services Jan Christian Vestre.
The subsidy scheme for doctors specializing in general practice (ALIS subsidy) is a measure that contributes to the recruitment of doctors to the GP scheme.
The ALIS subsidy has been increased several times during the current government period, from NOK 102 million annually in 2021 to NOK 565 million in 2025.
At the same time, the number of applications for ALIS grants has increased significantly. In order to keep the grant within the responsible budget framework, the period for which grants can be applied for in the upcoming application round will be shorter than in previous allocations. In the revised national budget, the government proposes adding an extra NOK 27 million and increasing the grant to NOK 592 million to provide grants until May 2025.
‘The ALIS scheme is and will continue to be an attractive scheme, and it has contributed to the positive development we are now experiencing. At the same time, the costs of the scheme have increased significantly, which is why it's right to make changes now,’ says Vestre.
The government will continue the ALIS grant scheme, and will adjust the regulations for the grant that apply to the grant period starting in June 2025. The changes will be communicated as soon as they are ready.
